David Buckle is the Chief Executive of both the Vale of White Horse and South Oxfordshire District Councils.

Chief Executive David Buckle
The Vale has two Strategic Directors, one who serves as the Council's Chief Finance Officer and the other as the Monitoring Officer. The Chief Finance officer Steve Bishop has responsibility for administering the Council's financial affairs, ensuring the lawfulness and financial prudence of decision-making and for providing financial advice and information. The Monitoring Officer is responsible for ensuring that the Council complies with the law and that members comply with the Code of Conduct. This post is currently vacant.
There are then seven Deputy Directors who each have responsibility for the following service areas:
| Paul Staines | Housing and Community Safety |
| Rodger Hood | Planning and Community Strategy |
| Helen Bishop | Organisational Development and Support |
| David Stevens | Environmental Health |
| Bill Farrar | Commercial Services |
| Mike Mackay | Contracts and Procurement |
| William Jacobs | Finance |
The senior management team structure is being reviewed by David Buckle as part of a move towards creating a single shared management team for both councils. This could save around £750,000 a year by seeing the current 21 senior jobs across both councils reduced to 12. It is hoped that by spring 2009 the new shared senior management team will be in place. Updates on this process will be made available on our home page.
Both councils will remain independent of each other and retain their separate identities.
