Comprehensive Performance Assessment (CPA) is a national assessment regime for all councils which is carried out by the Audit Commission.
Under CPA councils have been assessed against a standard framework and have been awarded a score which puts it in one of five categories: Excellent, Good, Fair, Weak or Poor.
In 2004 the Audit Commission scored the Council as "Fair". The Audit Commission report and a statement made by the Leader of the Council can be viewed or downloaded from the right of the page.
In April 2008 a new Local Performance Framework is being introduced. Comprehensive Performance Assessments will be replaced by a new Comprehensive Area Assessment and a Local Area Agreement for the whole of Oxfordshire. There will be an annual Oxfordshire wide assessment, by the Audit Commission, which will include an analysis of a new set of National Indicators.
