The entry refers to social and recreational activities, the hosting of fundraising events and live music etc, but no evidence has been provided to support that those events actually take place and/or testimonials to evidence how such events benefit the community

No - Google Earth images and samples of the licence documentation (all provided by the owners solicitors) along with the council¿s own aerial photography which includes images taken at intervals over the past 20 years, showed the distinction between the allotment plots and the larger portions of the land which have been used for commercial agricultural purposes. It is clear that the land forming the majority of the land listed by the council as an ACV, does not meet the ¿present test¿ criteria in s88(1)(a) of the Localism Act 2011, as any use of that land by the community would be ancillary to its primary agricultural use.

No - The past future test required evidence to support a reasonable likelihood that in the next five years the property/land would be utilised and further  well-being or the social interests of the local community.  I am of the view that althgouh interested parties have been listed in the nomination form, there is no evidence to support this interest materialising into a reasonalbe likelihood to meet the past future test.

No - Details of how the organisation uses any surpluses it may have as it wasn¿t clear from the information provided whether the organisation makes any and if so, how it distributes these.  

Further information and evidence of community and social value in the recent past but particularly on the likelihood of this restarting in the future.  The nomination referred to some parties being interested, but there was no evidence provided of this interest or the type of community activities they would be offering.

For these reasons the council is not able to consider this nomination to list Old Abbey House as an asset of community value further.

No - A valid nomination was received from East Hendred Parish Council.  The decision to make the nomination was made on 4 July 2019 and recorded in the council minutes under item 299/19.

Unfortunately the situation does not give the council reassurance that the leases are going to be extended beyond October 2020, and therefore the nomination fails the ¿future¿ test. 

Despite there being sufficient evidence to prove the ¿present¿ test there is insufficient to prove the ¿future¿ test in order to list the asset.
