Apply for a premises licence
To obtain a premises licence you need to apply to the Licensing Team at the Vale of White Horse District Council. You must submit the following documents:
- A completed application for a premises licence. It is advised that you read the Vale's Statement of Licensing Policy before making an application. The application form and policy can both be downloaded from right of the page.
- A consent form completed and signed by the individual who is giving his or her agreement to be the designated premises supervisor. You must provide this if your application includes the sale or supply of alcohol. The consent form can be downloaded from right of the page.
- A detailed plan of the premises to the scale of 1:100.
- Payment - which should be submitted with the orginal application to the council. The fee payable depends upon the rateable value of the premises. If you do not know the rateable value of the premises you can check it on the Valuation office website . Then look up the fee scale on the Department of Culture Media and Sport website . You can make payment by credit or debit card and you can also pay by cheque, made payable to the Vale of White Horse District Council.
You need to make seven copies of your completed application form. The original should be sent with the documents listed above to the Licensing Team at the council. You then need to send a copy to each of the other responsible authorities listed in the document on the right.

Apply to change the designated premises supervisor
You must apply to the Vale of White Horse District Council Licensing Team if you want to change the designated premises supervisor. You must submit the following documents:
- A completed application to vary a premises supervisor form . This form can be downloaded from the right of this page. To specify a new individual as designated premises supervisor, you must give a copy of the application form to the existing designated premises supervisor.
- A completed consent form signed by the individual giving his or her consent to be the new Designated Premises Supervisor. This form can be downloaded from the right of the page.
- The premises licence or relevant part of it.
- Fee of £23. You can make payment by credit or debit card and you can also pay by cheque, made payable to Vale of White Horse District Council.
Send all of the above, including the fee, to the Licensing Team at the Vale of White Horse District Council, Abbey House, Abingdon, OX14 3JE.
A copy of the application and consent form also must be sent to The Licensing Officer, Thames Valley Police, Headquarters (South), Kidlington, Oxfordshire, OX5 2NX.
Apply to remove the designated premises supervisor
The requirements for community premises such as village and church halls to have a designated premises' supervisor and that all alcohol must be served with the permission of a personal licence holder can now be removed.
On applying for the removal of the requirement to have a Designated Premises Supervisor, the management committee should understand that if this is granted they will be responsible for all alcohol sales under the licence.
The application form is attached to the right and should be sent with the fee of £23, to the Licensing Unit, Vale of White Horse District Council, Abbey House, Abingdon, OX14 3JE.
A copy of the application must also be sent to The Licensing Officer, Thames Valley Police, Headquarters (South), Kidlington, Oxfordshire, OX5 2NX.
Apply to transfer a premises licence
You must apply to the Vale of White Horse District Council Licensing Team to transfer premises licences. You must submit the following documents:
- A completed application to transfer a premises licence. This form can be downloaded from the right of this page.
- A completed consent form for the premises licence holder to transfer signed by the person who holds the existing licence. This form can be downloaded from the right of this page.
- The premises licence or relevant part of it.
- Fee of £23.
You can make payment by credit or debit card and you can also pay by cheque made payable to The Vale of White Horse District Council.
Send all of the above, including the fee, to the Licensing Team at the Vale of White Horse District Council, Abbey House, Abingdon, OX14 3JE.
A copy of the application and consent form also must be sent to The Licensing Officer, Thames Valley Police, Headquarters (South), Kidlington, Oxfordshire, OX5 2NX.
