According to the Council's Economy, Leisure & Property services:

"The land in question was transferred to Sovereign as part of the LSVT.  The transfer contains a covenant that the land must be kept as pubic open/amenity space unless the Council gives written consent to relax the restriction. Such consent is not to be unreasonably withheld or delayed subject to support from the local community and a planning consent being granted for change of use".

7) What agreement has been made between the four property owners and the housing association?

The Council is not privy to any discussions between the two parties
