Community Employment Plans
Community Employment Plans (CEPs) are agreements between Vale of White Horse District Council, Enterprise Oxfordshire and developers which prioritise:
- Local labour
- Supply chain and procurement
- Engaging with education youth and apprenticeships
- Communities.
Under Vale of White Horse Local Plan 2031 Development Policy 11, CEPs are required on any development greater than 1000m² or 500 homes and cover both the construction phase and end use operation of sites.
In recent years, CEPs have been used to support developments at Harwell Campus and Grove Business Park as well as residential developments such as Valley Park in Didcot and Kingsgrove in Wantage.

Community Employment Plans create economic and social value across Vale of White Horse District but also across the wider Oxfordshire area. These benefits include:
- Apprenticeship opportunities
- Prioritised use of local labour
- Work placements
- School and college engagement events and activities
- Support for social enterprises and charities
- Zero waste.

Further evidence for Community Employment Plans can be found via Enterprise Oxfordshire, along with a Developers Handbook and Reporting Template.
Please also see the Case Study for the Community Employment Plan at the Diamond Light Source in Harwell for more information about the success of CEPs within the district.
