Charter multi-storey car park, Abingdon

Levels 3 and upwards closed

The lower levels of the Charter car park are open, but Levels 3 and upwards are closed until further notice due to concerns regarding structural issues and fire safety.

We’ve carried out work on the lower levels to ensure they are safe, however further assessment work is required to review the upper levels (see ‘future opportunities’ below).

While the lower levels remain open space is very limited, so we’re encouraging motorists to use the other car parks in Abingdon, where there is good capacity.

Future opportunities

Following completion of the Central Abingdon Regeneration Framework (CARF), officers have worked with One Public Estate – locally-led partnerships of public sector bodies to kickstart regeneration and transform public service delivery to look at opportunities for the wider Charter site.

This work has informed more focused options for the multi-storey car park. These include opportunities for retaining the car park, demolishing it or selling it. As is the nature of projects such as this, there are lots of factors to consider, including the impact of car parking in the town centre and maintaining services for the Charter site generally, including the medical centre.

We hope to bring you an update on progress in Spring 2026.

Toilet facilities

The toilet in the Charter complex is under the management of the Property Operations team and is cleaned daily. The toilet is secured and requires a 20 pence entrance fee to use the facility (card only), or disabled access is free of charge via a Radar key.

There have been numerous and regular incidents of vandalism which are repaired as a priority to ensure the facility is available to the public as soon as possible.

Opening hours are 8:00am – 5pm, 7 days a week.
