Thames Valley devolution expression of interest moves forward
Published 24 March 2026
An updated expression of interest letter has been submitted to government following detailed conversations with ministers about creating a strategic authority in the Thames Valley.
The updated expression of interest submitted jointly by the local authorities in Berkshire and Oxfordshire, in consultation with Swindon Council, sets out a shared ambition and recognises our understanding that government wants to see foundation strategic authorities (FSA) first.
During a recent meeting with Miatta Fahnbulleh MP, Minister for Devolution, Faith and Communities, it was made clear that the economic case has been accepted for the region.
The leaders from each council acknowledge the government’s position that the pathway to establishing an MSA is through the formation of an FSA and this route represents the only viable means of achieving their aim of securing an MSA by 2028.
A strategic authority made up of a number of councils will enable them to plan and deliver more integrated and effective transport, infrastructure and the right type of housing – with an emphasis on social housing – creating the conditions for faster, more inclusive growth across the region.
It will also help the region deliver economic growth, skills development and inward investment.
The updated EOI letter submitted to government was signed on behalf of the authorities by Councillor Liz Leffman, Leader of Oxfordshire County Council on behalf of the Oxfordshire Leaders and Councillor Dexter Smith, Leader of Slough Borough Council and Acting Chair of the Berkshire Prosperity Board.
The expression of interest has been submitted to government and we expect to hear about our case by May 2026. For further information visit www.reading.gov.uk/devolution
