Alcohol and entertainment licences - personal licence

Applying for a personal licence

A personal licence will be required by those who sell or supply alcohol, for consumption on or off the premises.

Any individual may apply for a personal licence whether or not he/she is currently employed or has business interests associated with the use of the licence. The licensing of individuals separately from the licensing of premises permits the movement of Personal Licence holders from one premises to another, allowing greater flexibility.

To apply for a personal licence you must be aged 18 or over and apply to the local authority where you live. If you live in the Vale of White Horse District Council area, you will need to apply to the address on the right

You must submit all of the following when making application:

  • A completed application for a personal licence - see the application form on the right
  • A completed disclosure of convictions and declaration form - see the declaration form on the right
  • A criminal convictions certificate or a criminal records certificate available from Disclosure Scotland. There is a charge for the certificate. The certificate must be dated no earlier than one month prior to your application.
  • Proof that you hold the new National Certificate for Personal Licence Holders qualification – at present there are three awarding bodies:
    - BIIAB Level 2 National Certificate for Personal Licence Holders QCA Accreditation no. 100/4866/2
    - GOAL Level 2 National Certificate for Personal Licence Holders QCA Accreditation no. 100/4865/0
    - GQAL Level 2 National Certificate for Personal Licence Holders QCA Accreditation no. 100/5040/1
  • Two passport size photographs, one of which is endorsed on the reverse as a true likeness by a solicitor or notary, a person of standing in the community or an individual with a professional qualification.

The application fee of £37 must be submitted with the application and can be made by credit or debit card or by cheque made payable to Vale of White Horse District Council.

Making amendments to a personal licence

To make amendments to a personal licence, write to the Council which issued the licence detailing the amendments that are required. You must also enclose your existing licence and a fee of £10.50, plus a new passport size photograph if a new badge is required.
