The Council’s environment wardens Colin Marshall and Gary Marcham can issue fixed penalty notices, or on-the-spot fines, to people who drop litter, carry out graffiti or fly-posting, or who allow their dogs to foul and not clear up after them
They can also hand out fines to businesses which fail to produce written transfer notes showing they have disposed of waste properly. This is to help prevent the amount of rubbish which is fly-tipped.
Householders also need to make reasonable checks that people they use to take their rubbish away are reputable and registered as waste carriers with the Environment Agency.
People can also be fined for putting their rubbish out for collection early, which can lead to increased litter and pest problems. Informal warnings and formal notices will be given first but if these are ignored and offences continue fixed penalty notices will be used.
Money generated from the fines is used to help promotional and educational activities.
Envirocrimes for which fixed penalty notices will be issued include:

How much will I get fined?
It depends on the offence, but the fines can range from £50 to £300. See the table above for more details.
How can I pay the fine?
The copy of the fixed penalty notice that you will be given when issued with the fine will explain how it can be paid. This can be done either by sending a cheque in the post or in person at the Council offices in Abingdon or Wantage.
What happens to the money raised from the fines?
Funds that are generated will be used to help fund promotional and educational activities.
What happens if I don’t pay the fine?
If you chose not to pay the fine you could be prosecuted for the offence that led to the fine (not for the non-payment). This means you could be taken to Court where the powers of punishment and amounts of fines are much greater.
