The Planning and Compulsory Purchase Act 2004 changed how planning policy documents would be prepared. This also affects what constitutes the "Development Plan" for any area. The Development Plan is important because it is the principle context against which any proposal for development should be assessed.
In essence, what comprises the Development Plan in the Vale can be summarised as follows:

There will be an interim period since the regional spatial strategy, the local development framework and the minerals and waste development framework documents will only become the "new" Development Plan and replace the "old" Development Plan once they have been adopted.
