House to House and Street Collection Permits

House-to-house collections

A permit is required to undertake a house-to-house collection. This requirement is made in the House to House Collections Act 1939 as amended. Applications for a House to House collection licence (64.1 KB) PDF must be submitted at least 28 days in advance of the collection date. Following the collection it is a requirement of the promoter to complete a form of return and return it to the Licensing Team.

Street collections

All street collections need to be registered by the Council. This requirement is made in Section 5 of the Police, Factories etc (Miscellaneous Provisions) Act 1916 as amended.

Application for a street collection permit (66.1 KB) PDF should be made at least 28 days in advance of the proposed date of collection. Restrictions are imposed on the number of collections that can take place in the same area on the same day. Please contact the Licensing Team to check availability of collection dates. Certain locations will also require the permission of the landowner.

If you do not belong to the group you wish to collect for you must have a street collection certification (70.5 KB) Word 97-2003 completed by the charity or group which must be submitted with your application form. This certificate must say that they agree to you collecting for them and be provided for each calendar year.

Following the collection it is a requirement for the promoter to provide a form of return and return it to the Licensing Team. Please complete the attached form on the right and return it to the Licensing Team. No fee is payable.
