Housing and Economic Land Availability Assessment (HELAA)
Call for Sites
We are updating our Strategic Housing Land Availability Assessment (SHLAA) and are inviting landowners to submit potential development sites for us to consider. This will help to inform our emerging Local Plan 2031 Part 2, which will allocate sites to meet the remaining housing target for the district, and a yet to be agreed portion of un-met housing need for Oxford City. The new Local Plan 2031 Part 2 may also consider sites for other uses, such as retail.
As the updated SHLAA will also include land for employment and retail uses, it will be referred to as a Housing and Economic Land Availability Assessment (HELAA). More information on the HELAA is provided at the bottom of this page.
Our six week call for sites consultation to inform Local Plan 2031 Part 2 closed on the 22 July 2016. Although the consultation is now closed, you can still submit sites to us at any time, but these are unlikely to be considered in our emerging Local Plan 2031 Part 2. Sites can however be considered again in future updates to the Local Plan or by parishes preparing Neighbourhood Development Plans.
Sites that are included in the existing SHLAA, last updated in 2014, and sites that have been submitted to us since then, do not need to be resubmitted. We will include all current submitted sites in the updated assessment. If you have additional or new information about a site that has already been submitted, please send these new details to us.
New sites must be:
- Located in Vale of White Horse District Council’s administrative boundary
- Able to accommodate at least five dwellings, or 500sqm of land for employment use
- Submitted using the Call for Sites Form, .
- Accompanied with an appropriately scaled map showing the boundaries of the site
If you would like to submit a site to us to consider for development, please download and complete the Call for Sites form and email it to or post to Planning Policy, Vale of White Horse District Council, 135 Eastern Avenue, Milton Park, Milton OX14 4SB.
If you need a hard copy of the Call for Sites Form, please contact Planning Policy at the above address.
Please note that sensitive information such as signatures and contact details will be withheld. All other information will be available to the public.
